The Institute for the Protection and Security of the Citizen (IPSC, ipsc.jrc.ec.europa.eu) is one of the seven Institutes that constitute the European Commission’s Directorate-General Joint Research Centre (DG-JRC) (www.jrc.ec.europa.eu/).
IPSC provides research-based, systems-orientated support to EU policies so as to protect the citizen against economic and technological risk. The application areas include:
Non-proliferation of nuclear safeguards
Anti-fraud, compliance monitoring and cyber security
Risk management and mitigation
In order to increase and reinforce the European Commission’s scientific capacity in all of its areas of involvement in the Research and Technological Development Framework Programmes, and to encourage young scientists to enhance their experience in an international, multicultural and multidisciplinary environment, one of the Joint Research Centre of the European Commission is the promotion of training periods namely PhD and post-doctoral grants. Hence training is one of the pillars of the JRC activity.
The Knowledge Assessment Methodologies group (alba.jrc.it) researches and develops tools for the quality assurance of knowledge inputs to extended policy and decision-making processes. Formal methods of analysis (NUSAP – Numeral, Unit, Spread, Assessment and Pedigree), algorithmic multi-criteria evaluation and institutional analysis) are used to assess the quality of information, products (e.g. models) and processes (e.g. decision making). These are complemented by more informal methods (e.g. non-algorithmic multi-criteria and participatory processes) and the deployment of the state-of-the-art information and communication technologies (ICT). This activity responds to the increasing demands for science and governance interfaces and to the needs of citizens regarding access and participation in decision-making processes. KAM is particularly concerned with training because the activities pursued are essential in any curriculum of young scientists whose programmes address science & societal issues, such as water governance, climate change, sustainability, health and environment.
